Below is recent photographic evidence of an issue I have raised with Herefordshire Council and H House, on more than one occasion; that being the neglect to maintain the personal hygiene of my brother, his nails on many occasions allowed to become filthy.

I do not believe I need to write a lengthy comment, simply, why has this been allowed to happened and recur, yet remain neglected?
